"Plugging a hole" = finding someone, preferably with all 4 limbs (not 100% required), to occupy space in the lineup or on the field until prospects are groomed to fill those positions.

The primary goal of the big league club at this point is to give guys a chance to build their value until the next "core" group is ready to perform. Pretty much the only players from the 2016 roster whom I would consider untouchable are Anderson, Fulmer, and Rodon.
